Former Democratic Vice President Joe Biden told a group of leading Democrats in Washington he is in “regular contact” with Republican Vice President Mike Pence’s office—and heads of state are regularly calling him, not Pence, according to sources familiar with the meeting Thursday.
Biden emphasized he always tells Pence about these calls, because he wants to avoid any impression he’s running a “shadow government.”
Pence asked for a report on Ukraine, and Biden asked his national security expert to prepare it. But, Biden told the audience, he had no one in Pence’s office to hand it to once it was complete. No one had sufficient security clearances to review it.

Of the Trump administration’s foreign policy course, Biden said that “words are important,” and some things “have done some damage,” but that there has been no significant changes.
The Trump campaign did not expect to win the election, Biden said, and so they had no transition team in place. They had no plan for health care, which Biden explained was even more difficult to handle than foreign policy; even if they had ideas and policies, they could not implement them.
