A Philadelphia voter today was wrongly given a junk provisional ballot, then told her vote wouldn’t be counted, right after getting a fake Democratic “ballot” from a man standing right outside the polling place door, while poll workers were saying “Let’s hope our candidate wins!”
Emily Youcis told her story exclusively to GotNews.
Emily went to vote at 4508 Sansom Street in heavily Democratic West Philadelphia, in Ward 60.
She was given what look like counterfeit Democratic ballots right outside the entrance to the polling place:
Emily said the man handing out these fake “ballots” looked like an “official greeter” or “poll worker” and that you “couldn’t walk in without him greeting you.”
GotNews asked a trained poll observer in California if this “greeter’s” behavior qualified as “electioneering”. He told us yes, and:
In California it is not allowed within 100 feet. And that is typically marked by a sign and a pylon. Outside the 100 foot marker that would be legal, As well as even speaking to the voter but again it must be outside the 100 foot marker.
As for the legality of the fake “ballots”?
That I am not sure about, but my guess would be probably not. Because it’s intended to confuse the voter.
In Pennsylvania, it is illegal to electioneer within 10 feet of a polling place. Emily Youcis’ description of this “greeter” makes it sound like he was breaking that law.
Emily said the poll workers were celebratorily saying things like “Let’s hope our candidate wins!” or “Let’s hope our candidate comes out on top!”
She asked to use a paper ballot, but was not allowed. Philadelphia only uses electronic voting machines by law.
But instead of being told that, the poll workers told Emily that they had no paper ballots, then wrongly offered her a provisional ballot.
Provisional ballots are used for voters who cannot confirm their identity or do not appear on the voter registration list. There are no standards for counting them and they are often rejected by the poll staff.
In other words, instead of telling Emily the law and directing her to an electronic voting machine, they wrongly gave her a provisional ballot which was likely to be torn up and rejected!
In fact, they even told her that: Emily says the poll workers told her that her “paper ballot” wouldn’t be counted until the end of the day, and in that case only if there was a tie.
When she asked if they were saying her vote might not be counted at all, the poll worker said “Maybe.”

Another poll worker gave Emily a provisional ballot — without explaining the difference between paper and provisional ballots — and said she could “watch” her fill it out to make sure she was “doing it right.”
At this point, Emily became extremely suspicious and left. Emily told GotNews that she wasn’t sure if the poll workers were doing all this out of confusion, incompetence, or malice.
She later returned to fill out an electronic ballot and had no problems — but the whole point of filling out a paper ballot is to prevent fraud that can be easily done on an electronic machine.
And with all the reports of election fraud coming out of Philadelphia today, who knows what will happen?
